D3 wasnt exactly a great game at launch, it sold on old merits as it happened to be the sequel to one of the most highly praised games. It has gotten a lot better over the time tho.

Dont know about gen apart, sure it does look better and runs smoother, but you also need a quite high end rig to get to enjoy those. From what I've heard 970 isnt even enough to max 1080p
