SSB does take skill, in fact I think it's one of the most skill-required fighters. However, I believe it takes the backseat to the Street Fighter franchise. Sure it looks like any other 2D fighter but it's not. There's other aspects that come into play like zoning, spacing, etc.
People cry about Sagat and how people just spam Tiger Shots. If you're truly a skilled player, you'll find away around it. Back in Street Fighter 2 where it did significant chip damage, Umehara Daigoused Balrog at Evo 2004 against one of the top SF2 players, John Choi. Regarded as the best Sagat user, he did what most people cry about. Spam tiger shots, because that's part of spacing and controlling the match, pace, etc. and what did Daigo do? As any player with more skill does. Completely dominated him.

So as much as people want to say "SF takes no skill you can just spam moves and win" you can't. If you lose to someone who spams moves, you're just as bad them because you couldn't counter it.
