Need I go on..? If every one of these devs made something new every time, we'd be denied some of the best games in the industry. So yes, sticking to what you know and being successful is much better than doing something you're bad at, and possibly failing.
proof? while some of these are true, many people prefer witcher 1 to witcher 2, team fortress classic to team fortress 2, half life 1 is obviously better than 2 (especially when you look at the impact it had). and i prefered super mario galaxy 1. also i thought ocarina was the first zelda in 3d, basically making it totally different from all of the other ones and therefore the first in the line of 3d zeldas games. just because you say those games are the best doesnt make it true, many people have differing opinions on the subject and none are necessarily right when it comes to what is best.
also i could make the counter argument that we are denied the best games because devs and publishers arent willing to take chances on ideas that could be goldmines. also here is a quote by edison

just because a game flops because it is experimental doesn't mean it was a failure except in the sales department.
