A good gpu will last on high around 2-3 years, a good cpu around 3-4 years. The good thing about upgrading is that once you have your system set you won't have to spend a grand for your next upgrade. You can do it piece by piece when they start to get outdated.
You can stretch things out by lowering settings, if you love gaming and have the money than going PC is a no brainer. Most everyone needs a PC anyways, mine as well make it a gaming PC.
I think the author of the article is confused, a desktop and laptop are both gaming PC's. One is portable and the other sits on your desk, but they are both PC's. Also, the graphics card in a laptop will always be inferior to the graphic card of a desktop, so you'll always get the best experience with a desktop.
