I technically live in the United States, but I am using a European PSN Gamertag along with a European Konami ID

iots locked by ip, so unless you have a european isp, you are on the north american servers

First this is what you do. Go through the registration process as you normally would until you reach the page where you have to enter all your information. There you should have it!! might take a few trials and errors, but with a little luck you will get it soon enough, much more effective than the auto fill cuz you can have the passwords all filled out as well!
