No, I saw it in a video documentary some time ago and distinctly remember the narrarator saying the Japanese sent a telegram of a declaration of war because they didnt believe in complete surprise attacks

I heard a Japanese admiral or someone warned America ten minutes before the attack because they didn't believe in complete surprise. Anyone got a source?
