How can they even do that? Didn't they say that publishers can choose to take advantage of Smart Delivery? Pretty sure there are already a number of games announced that are not using Smart Delivery.

The article text says they are encouraging it and allowing them to charge whatever they want.
"However, developers and publishers who choose not to support Smart Delivery can still offer owners of current-gen games a discount on purchasing a second next-gen version of the game on the Microsoft Store. Theoretically, third-party publishers could also charge for physical game upgrades via their own schemes, such as via retailer promotions."
They're just encouraging it!
They can still charge you for the upgrade inside and outside of Microsofts store.
Because you clearly don't understand the Velocity architecture. You keep thinking the SSD is the only thing but with Velocity it can store data and textures within the pipeline not just the SSD and Velocity can do it better and faster then Kraken so it basically makes the PS5 SSD about a wash in comparison to the XSX and Velocity.
LOL. Its clearer that you actually don't understand what the Velocity Architecture is and unable to accept the FACT that the PS5 SSD outshines the Xbox Series X despite the inclusion of it. It is really not that hard to understand. So, in conclusion you believe the PS5 SSD is a game changer.
I have already said the PS5 SSD is a little faster but because the Velocity setup in the XSX and it's faster then Kraken it makes it roughly a wash between the two consoles. The PS5 might have a few faster loading screens here and there but we aren't going to see anything in open world games that either system can't do.
A little?!?! It's literally twice the speed! And that's before the compression, which doubles that!
From MS charts the Series X has a max of 4.8 BG/s with compression and the PS5 is about 9 GB/s!!
It's not only about open world games. It's about how you design games in general. That's where we'll see the difference!
