I think it's better. The story is better, your squadmates are decent characters, shootouts are a bit more diverse and less restrictive, and the whole thing just feels a lot more polished and smooth than BF3's.
It's still an "okay" single-player affair, but yes, BF3's campaign was much worse by comparison.
