No clue, you can look the game up on the ESRB website, or xbox.com and it will tell you why it received that rating... or just look on the back of the package.
The sexual themes in BioShock are pretty few, and a parent probably wouldn't know what the hell was going on in that game anyway unless they were a gamer and had played the game... both of my roommates would look at the TV with half-disgusted faces and say.... dude... what the hell are you playing... that's some f'd up stuff... I love it.
yeah, sexual themes are the least of stuff in bioshock. i honestly can't imagine a mother watching that game and not cringing.
to answer your question about oblivion, it depends. i've encountered very little, but there are so many things to do in that game that i'm sure there's something sexual somewhere. it also has "sexual themes" as one of the descriptors for its rating.

the game was rated t before the pc mod controversy. if there is anything sexual its not m rated its t rated. right?
"sexual themes" was a descriptor for the T rated version too. i have the T version for PC, and here's what it says on the back of the box:
Blood and Gore
Language
Sexual Themes
Use of Alcohol
Violence
