Just go on to Newegg get the right combo deals and do your research. Does a ps4 or x-box come with speakers? You can get blu-ray drives under $50. Key board and mouse under $20 a 500gb hard drive under $40. There is a 3rd group, the cheapos that upgrade. My cpu already runs at twice the frequency expected out of the next gen consoles and I can overclock it far beyond that.
I paid $560 to build an 8 core 3.6/4.0ghz turbo with 8gbs of ram a 2gb 7850 with an Sli capable motherboard and a 750 watt power supply. If I buy another 7850 down the road (right now they are only $150) I can crossfire it. So yeah it's completely possible to build a decent computer for around $500 with better performance than x-box one or PS4. It also came with two free games Tomb Raider and Bioshock Infinite.
Considering the price of accessories your still better of getting a gaming computer, but this does seem very competitive. Alas I am sure I will get one if only for the hope that square-enix's revenue short-coming will finally force them to remake FF7....honestly I would pay $400 just for that game.
It's ok, I got the unbeatable gameplay of Neverwinter and several other free to play games to try out. WOW always was a grindfest and has lacked sorely in the graphical department for years.
