A tactic trigging an action below a certain health is represented so: 'left arrow' but does the 'right arrow + equals sign' mean the tactic will trigger when the target is ABOVE a certain health, or will it trigger only if the target meets the EXACT percentage stated?

What exactly does this mean when a weapon has the property to do 'x damage 11', for example? Is it normal damage multiplied by that number whenever you fire?

Stop imposing strange restrictions on your kid. It is irrelevant if the character being shot has a face or not. Spend time to teach him morality and violence in the media will not be an issue. 13 is an acceptable age to play these types of FPS.
