You should look at it from both angles...
Why do you think games like STLAKER and Witcher are PC exclusive? Because they are small dev houses who would be crippled by the high cost of console development kits and royalties paid to the big 3.
So PC exclusive companies may not be getting million dollar bonuses (which very very few console game developers can even claim) but they also arent burdened by the additional costs of console development.
You think microsoft and sony let people sell games for their systems for free?
I don't know if they do let them sell games for free but they most likely indeed do or for a cheap price because for every game that is sold, Microsoft and Sony get $10 profit directly from that sale (hence why console games are $10 more expensive than PC games).
