Are you sure that's what it means? I think it's up to developers wheater or not they want ot feature custom soundtracks, like back on GTA: SA for XBox. This would help so you can still hear in-game sounds and what-not, but with your own music, rather than having your music go over all sounds.
And that would be real nice if we could go to browser while in-game. We kinda see this happen in MGO, when they bring you to thier store. And for now, I'm just happy I will be able to message my friends in-game instead of exiting it. Besides, I'm usually in the smae game my friends play with anyway.

I'm curious about what this means too. In the demo, they were playing PixelJunk Monsters. They turned down the in-game BGM and started their own music. You could still hear the sound effects. It seems like you should be able to do this in any game where the BGM can be muted. However, at the same time he said that only some games will support it.
It seems to me that you would be able to play your own music regardless of what is going on in-game, though I'm not sure that is the case.
if you read the playstation blog he will state that was a mistake and they took it out of the video. It is up to the developer to patch the game because MS has a patent out for in-game music.
