Ok, I'm going to give you a straight up answer.
I own both COD4 and CS:S.
CoD4 has an excellent single player but it's short. Online it's extremely fun, but you WILL get bored. I've played pub for a long time, got bored, made a clan and competed, and after doing that for a while I got bored as well. You learn where everyone is after a few days playing time so it's nothing new.
I recently bought CS:S and I love it. Single player (in other words a bot game) is fun and if you can't go online for any reason, playing against these SMART bots will keep you occupied. As for online, people are really good and it will take some getting used to (physics and gun feel), but once you settle down with it, it's a blast. Just find a couple good servers and you're on a roll. I have yet to compete in this game, so I can't comment on that game style.
As you can tell they are both great games, but I'm going to go with CS:S. It will last longer. It's already been out for 4 years and running strong. COD4 was released a few months back and I can almost guarentee this summer it will drop in activity a LOT due to the new games coming out.
