Flop could mean two things:

1. It failed to meet expectations

2. It was a commercial failure

For instance, Crackdown is only considered a flop since it was hyped to be somewhere in the 8.0-8.9 range and got a 7.9 or something. Commercially the game is a blockbuster.

Ok that makes sense to me now. What about Lost planet? is that a flopped or blue dragon with japan sales? Can a game flop in one region but not the other.
