No they wont, i used to work at one and they will never tell you how much they will give you until you bring it in. They tell you it is because they have to see the condition, but the real reason is because they know if they tell you over the phone, you will not come in, but most of the time if the person is standing in front of them the customer will give in because they took the time to drive there and just want to get rid of it.
