Eldar would just be annoying to fight. To do them justice, Relic would need to need to make them very few in number, move at blurring speeds, and have unknown motivations - not the greatest enemy to portray in a bloodbath third person shooter. Chaos and Orks are MUCH better for this. Tau, I just dont like. They work better as protagonists rather than antagonists imo.
