I say it will happen. When the PS2 first came out, it had PS1 hardware in it. Once they got a software PS1 software emulator working, they removed the PS1 hardware. They had to wait until the emulator was rock solid since the PS2 wasn't firmware upgradeable for people that already had one.
They wanted to get the cost down on the PS3 for Xmas 2007. They decided to remove all PS2 hardware to do this. They wanted to wait until a PS2 software emulator was done before doing this, but couldn't. So, once a good PS2 software emulator is done, they will dish it out in a firmware upgrade since all PS3s are firmware upgradeable.
Now, I'm not saying this is 100% going to happen. It is just my opinion. Plus, when they make this announcement at something like E3, the internets will explode with excitement. Suddenly everyone with a 40 GB PS3 will be able to play PS2 games. I say 40 GB PS3s will be playing PS2 games by the end of 2008.
