Some games just aren't worth full price so used games are worthwhile in that aspect. I'd rather see more DLC than a used game lock out any day and I'm not even a fan of DLC.

I rarely pre-order unless there's a game I really want, which isn't often. Last time I did so was back in 2010 for Birth by Sleep.
