How much graphically better do you think are PC versions of multiplats compared to console versions? Is the difference huge or barely noticeable?

I have been a console gamer and I am thinking about building a gaming PC. I dont have much knowledge about computers at all and I am wondering how much time and energy would I need to learn everything I need to know and build a PC.
