This,

Download it on your PC, put it on a FAT32 usb ( most USB are FAT32 by default)

Make a folder PS4, in that folder make a folder UPDATE. Put it there

All i can say is good luck and dont hold your breath :p The biggest to come out ( First quarter 2014 ) is a 2TB 9.5mm HDD from samsung, so i can imagine a 3tb 9.5mm HDD is a long time away

Right now the biggest is 1.5tb 9.5 mm HDD.
