That was actually in Morrowind, in the character selection at the begining of the game, when the sensus guy asks you questions to determine you class
but some people in skingrad (Oblivion) say it as well

Wolfenstein 3D was the biggest step in FPS history or maybe Quake, Half-Life was a huge step but not the biggest, but Half-Life 2 has one of the best story lines i have ever played, and RPG is my favorite genre of game. So imo valve and id are about equal in the long run, as for Crytek, Far cry was not my type of FPS but from the reviews I read and form the first few parts I played it was not ground breaking nor was it better made then other FPS I have played, so Crytek cannot be the best imo.
Also Bioware, Bethesda, Relic, Blizard (preWoW) are better developers imo
