"Better" is subjective, i used to shit on Genesis sound chip for being technically inferior and having bad sound effects but i've changed my mind on it cus its the same console which has Streets of Rage music.

Because, they're not really different genres? The only difference is that instead of fists, weapons are used. That's not enough to make them a different genre and games like DMC always have a pair of Gauntlets and in games like Sengoku3 are referred to as Beat'em'up despite the fact the game is mostly weapon based.

The way i see it is that, console Hack'N'Slash/Beat'em'up games are an evolution of the simple arcade beat'em'ups.

Video games are probably not the best place for you to look for well written villains but for the most evil i'd have to go with Saddler from RE4, purely for what he did to those innocent villagers.
