I emailed Oculus support to check, and yes it's exclusive to the Quest 2. Quest 1 owners can't play it.

It's no longer just "Quest Exclusive", now it's "Quest 2 Exclusive".

@mogan: The PSVR mode doesn't use motion controllers. They downgraded the experience for greed and abandoned the arguably reasonable hopes of the PC community. Sounds like a form of taking the money and running to me.

It's worse than when capcom and bandai namco withhold simple VR headset support from the PC releases out of sheer laziness.

@mogan: Don't care, the series has always been on PC. Greedy devs and publishers = exclusives.

There was even footage of 47 using two hands in the VR mode so they obviously tested with motion controllers at some point.
