If there is a problem with the processor, what do I do to check it? I already put on the heat sink so do I need to get new thermal glue? Also, what is the power supply paper clip test...?

I plugged everything into the mobo (including the power button and reset and such), and plugged power into everything. When it didn't turn off me and a friend double checked everything but it still wont turn on (and I flipped the switch on the back of the psu). I'm not sure whats wrong with it and hopefully none of the parts broke because I tried to be careful with static. If I could get any assistance on what I might have done wrong, and maybe even what I should do to trouble shoot, it would be most appreciated. Thank you for the assistance in advance!
