Everything starts somewhere. Do you think that when somebody commits murder it's their first act of violence? Do you think heroin is the first drug somebody experiments with? Furthermore, while the severity of any act can rise if it isn't addressed effectively, the motivation is generally more worthy of examination than the act itself. The concern in this case is that people in positions of power and responsibility can be so easily reduced to imbecilic, hard-on wielding children when confronted with a young girl in a drunken state...
If they can behave this poorly in a police station in front of cameras, what are they capable of in dark alleys? Remember, we pay these people to 'protect' the public. This 'duty of care' includes protecting people in an intoxicated state from themselves where necessary...
