:lol: I should of realised its a UK thing, its when a bunch of people on a road in the UK help to kind of... prevent crime on their roads by reporting stuff to the police... I cant really explain it, they have meetings and stuff, and usually complain about anything which annoys them and their living environment etc.

Pretty boring, I didnt know what to say... :oops:
