N64. It depends on how you mean better. Do you mean better for its time, or better now? If we are talking about now, then the medal would go to N64. If we are talking about for its time, then the medal would go to Dreamcast. Games like Sonic Adventure 1 and 2, Shenmue, Jet Set Radio, Crazy Taxi and others do not stand the test of time. Mario 64, Zelda: Ocarina of time, Blast Corps, Pilotwings 64, F-Zero X, and Banjo Kazooie still stand up pretty well besides the graphics. People can get better versions of Soul Calibur and Virtua Fighter on other platforms.
I will say that the Dreamcast was better for its time. It had online capabilities. The system also had the best launch games out of any console to ever come out. To have gameslike Sonic Adventure, Power Stone, House of the Dead 2, and Soul Calibur was a pretty good deal at launch. Most of the games available on Dreamcast in this day and age are available elsewhere. Some cult classics like Power Stone and Shenmue are missing, but there is not really a huge reason to pick up a Dreamcast in this day and age. The same could be said for quite a few consoles.

I would definitely say that's the exact opposite. The N64 was a huge deal back then, pumping out diamonds after diamonds thanks to Nintendo and Rare's exclusives. But today? Most of its games are an unplayable mess thanks to a horrible framerate and clunky controls, not to mention that most of its gems are available elswere.
But, I don't see the relevance of exclusivity outside of the thread subject. I mean, i'm the first to say that i'll judge a system's worth by its exclusive count, but this is about the N64's and the Dreamcast's library of games.
And i can't play Dead or Alive 2, Soul Calibur (which has a huge chunk of exclusive content on the DC), Elemental Gimmick Gear, Project Justice, etc. on a N64, neither can i play the games you mentioned on a Dreamcast. That's the only thing relevant here.
Because if you go on that road, then no console is worth owning. You can play everything on a decent PC, minus the 7th gen.
Sonic Adventure 1 and 2 are clunkier than anything on N64. I am pretty sure Soul Calibur 2 trumps the second. There are a lot N64 games people still cannot play. Games like Goldeneye, Blast Corps, Donkey Kong 64, Jet Force Gemini, Killer Instinct, Turok 1 and 2, Duke Nukem: Zero Hour, Rush 2, Rogue Squandron, Star Wars Pod Racer. and so on. Some of these games will never come because Microsoft does not care about Rare's legacy. This is why most of the people behind their greatest games left the company. The other titles would be a pain in the butt to to bring. There is a huge dispute as to the rights of the original Goldeneye game. Microsoft, Nintendo, and Activision will fight each other to the death on that one. Eurocom no longer exists, and I doubt 2K would want to find a developer to port a Duke Nukem game that no one really knew about in the first place. The Star Wars games belong to Lucas Arts
Sega has released Sonic Adventure 1 and 2, Crazy Taxi, Space Channel 5 part 2, and Jet Set Radio on newer systems. Shenmue has been heavily rumored for some time now, so those games will definitely come out one way or another. Soul Calibur 1 was already ported to 360, and I doubt Namco will port the DC version of that game anywhere. Fighting games rarely see collections these days, so I doubt you will see Tecmo port Dead or Alive 2 anywhere. The company could do what Sega did by releasing games based off hardware. Sega just released the Sonic fighting game and Virtua Fighter 2 on console networks not too long ago. I doubt that Tecmo will do the same. The company is too busy porting over Ninja Gaiden games to every platform it can. I am surprised Razor's Edge has not been announced for Vita yet.
