That's a very real possibility. But I wouldn't consider it an upset, unless the person who wins it isn't very intelligent. Every year, you don't really know who will win until voting closes. Not like some categories where the winner is a foregone conclusion. I just happened to come out on the top a few times in a row.

You just post your nominations in a thread, and whoever receives a certain number of nominations (just a few as I recall) makes it to the finals. Users then vote in that new thread for the winners. And the winners get bragging rights and very effective n00b repellent if you win certain categories.
