If you take each of them in their individual universe then I reckon Sauron is the strongest.
Dumbledor for example was always more powerful than Voldemort. In Star Wars you could argue that Windu, Yoda, Anakin and Luke are all stronger than Palpatine. Sauron however was unmatched in Middle-earth. Nothing came close to him. Even when he was severally weakened when he lost the One Ring he was all set to conquer the world.
It would be unfair to compare the Valar to Sauron since they're effectively gods who created Middle-earth and all the life on it. It would be like saying Superman isn't the strongest because God could kick his ass.

Actually, I think Palpatine would have an awesome chance, seeing as how a human almost put sauron out of business and a silly hobbit finished the job. :P
Yea, and the Wanderer from Shadow of the Colossus didn't really go through that much because those colossi were really just wimps. I mean they were killed by one little dude with a sword and bow.
