But the fact that california basically defines our western border and makes very little contribution to our southern border of the United States. The regions aren't necessarily chosen based on geographic location, either. When talking about your favorite "region" of america you talk about the style of life there as well as the climate. Often times the last thing people think of is the geography. Calling California south-western doesn't group it with the states that share its similarities. North-east isn't just because it is in the north and east, but because the climate + populations in that area are similar. The South isn't just the south because it is in the southern part of the country but because it has a hotter climate and a "southern" style of people (the population is fairly defined, especially when you take your average southerner and compare to your average north easterner).
To make the argument that outliers make an area unclassifiable is nonsensical, because by entering into a topic about classification you accept that the need to classify is necessary and classification necessitates generalizations.
