It's obviously not racist. Like already said, CONGRESS (which is mostly white) wrote the bill, not Obama, and the monkey represents the people who WROTE the bill. It is also a play on a previous story about the monkey who was shot by police.

Obama is the figurehead of this new bill and he's also black....considering the fact that black people were and still is in some places compared to monkeys, this cartoon is very inappropriate.
