I don't know about other areas of the world but here most basements are finished so that just compounds things even more.

I would actually call that sad really. It looks like you are being sarcastic, but still, even if the beach was that trashed before the storm, that garbage ended up in the ocean and is an environmental catastrophe. All the flood waters from the storm also end up in the same place, but with raw sewage added to it.

Also, 45 have lost their lives due to Irene so far. Damages are expected to exceed $10B. Irene affected a large area and due to some places already being waterlogged, the rain from the storm had no where to go, hence the extent of the flooding being as large as it is.

Due to natural processes such as the Trade Winds and the Westerlies and oceanographic happenstance, this is the time of year that the US encounters hurricanes. Same with the western Pacific and Asian countries with typhoons.
The Weather Channel's historical hurricane tracker is really neat. You can adjust it to any period of time you want to see how often hurricanes hit during a certain period of time. Case in point in 79, only 3 hurricanes/tropical storms hit the US. It really is a cool tool.
