Push them down, rip off the nearest piece of clothing and try to stop the bleeding. Anyone crazy enough to saw off their arm might be crazy enough to try to fend me off, but I've got two arms, and they've got only one, plus I'm not delirious with pain, so I think I have the edge. If they put up too much fight, I'll back off until they faint, then I'll move back in and try to save their life again.

First I would Stare in Shock and Awe, then I would Toss my Cookies, then I would Call the Police, and by the time they arrive, he'd have finished sawing his arm off. So, in retrospect, I wasn't very much help at all :(
