I guess people would learn to get along or learn to ignore the users that habitually argue with anyone for any reason. Sure someone must clean up the server and all that. Delete this and that for allocation reasons but I don't believe they need to intervene as much as they do. If the trolls aren't posting bait they are reporting someone. It's all the same thing. "Operation **** with some other user for kicks &giggles."
