The kind of youths that these people are describing are what we'd today call "young adults", which in those days would have been teenagers. Throughout history, teenagers have always been rebellious. There's nothing new about that.

Back in my day, 15 years olds were young, arrogant, idiots who didn't know how to communicate properly in class or with each other. With few exceptions. These days it's easier with smartphones and social media.
