This is really, really distressing. I hope that the parents are just genuinely unaware, rather than actively exploiting their child's sexuality, but I fear it's the latter. I've never understood how America as a nation can be so fear-mongering and foster a witch hunt atmosphere against pedophiles with one had, while with the other glorifying displays like this. That's some deep moral dissonance there.
I'll admit that I didnt watch even thirty seconds of that video since Im in school and im not susposed to be watching videos, but I didnt really see anything too horibly wrong with her outfit, but then again i guess it gets worse as the video goes on.
On a side note that is not really related, their outfits remind me of the crazy outfits that you find on imvu...

Let's see, she's 12, she's wearing skimpy clothes, dancing provocatively, singing about how her and her friends all shakes their asses. Horrible, horrible, horrible song. But what you said about child pornography is kind of true. Parts of the song would fall between 4 and 6 on the COPINE scale. Although, that is basically standard in modern music videos whether children or adults anyways.

Its not that surprising, she was most likely inspired by watching the 1000s of sexually themed music videos on mtv, bet, and online. Everywhere you turn you see two common themes in media; 1) A woman's worth is based on her looks and ability to be attractive to others; 2) A man's worth is based on his ability to charm/catch as many attractive females as possible. I agree with you that people are overreacting, and this is far from child porn.
but the simple fact is that its not exactly appropriate for a 13 year old to be dancing provactively (yes, thats appropriate, I've seen strippers do the same moves...my friend who pole dances, for exercise, does a lot of the same moves). She is gyrating her hips, and bringing attention to all the female parts of the body men are turned on by.
As for the lyrics, lets take a look:
