It snows a lot around where i live and my cousins plow a lot etc. and do construction so i might do some of that if i got a truck.
Something entry level. Something affordable with good gas mileage?

Toyota Yaris
Ford Fiesta

or any others in the same category.

Besides that, I have no serious suggestions. Some new cars have really good mileage, like 33mpg, but I can't recall what car it was.

Many kids can't cope. We had a neighbor back in AZ who got his kid an STi. The kid couldn't hold back and went rip-roaring around the area getting tickets and ticking off neighbors. Finally, the father had had enough and took the STi away, replacing it with a Scion tC. ....which is still a pretty decent and peppy car for a teen.

$5K? Man, my first car was a 1988 POS Mustang that I got for $200. It would have been great to have 5K to mess with...Truck-types doesn't seem my type so I can't recommend some for you.
Anyway as my personal taste, I've always liked Ford Focus as my first car.
Looks yummy good, and my father said Focus's acceleration and handling are excellent, so I want this car.
one thing most people forget to look at when buying a car is the cost of repairs. Whatever you buy be sure to find out what it cost to replace a lot of the stuff on it and figure out if you can afford to replace it over the next year or two cause likely something is going to break on your car. I know a lot of people who thought they were getting a great deal on a used Lexus, or Cadillac only to find out even simple repairs were costing them more than they could afford.
personally I like buicks. They're a bit higher end than most cheaper vehicles, but they don't break down as much. When the do break down they don't cost as much to fix either.
Old 3 series models had poor safety ratings. Basic models aren't really that desirable. If you go for a 3 series go for the replacement in 1999 onwards. The models beforehand had 2/5 safety ratings. Not ideal for a driver starting out.Find an old BMW 3 series. For a first car you want something you can depend on, while still being fun to drive.

Depends how hard you look, and local sales. If he can find one that works for him I think its a great starter car. But if it's out of his price range then there is no helping that. Though I still think a first car should be something you'll like, a car you want to get into and drive. Not just a budget buggy. You need to feel confident in the car and know that if there is an emergency on the road you have the ability to avoid it. In my life, I've owned a '82, '91, and '97 3 series, and I've driven them everyday for the past 3 years, they aren't unsafe cars. Actually, if it weren't for the good handling and good brakes I wouldn't have avoided so many accidents. They are soooo fun to drive, even the '82, and they are definitely worth the name of being ultimate driving machines...Find an old BMW 3 series. For a first car you want something you can depend on, while still being fun to drive.
