appears to be video of him playing loud music and yelling at the cops. I'm not sure if that qualifies as interferring under the law

I feel like both the cops and the pet owner were in the wrong. According to some folks recording the video the pet owner saw the investigation going on, drove around several times, blasted his music, was shouting at the cops and generally being an ass while interrupting the ongoing investigation. However, I feel like the cops let their nerves get to the best of them when trying to handle the dog instead of trying nonlethal methods or allowing the owner to put him away and roll up the windows. I wonder if they simply didn't have lethal weapons in hand how differently this could have played out. Unfortunately, cops are supposed to be the shining examples of good judgement. In this case they clearly weren't. I can't reasonably expect any negative consequences for the cop who shot the dog though.

That is very stupid to arrest someone for recording police officers. It is a joke that the police can set up cameras on every street corner to monitor us, but we cannot even point a phone at them. Also there was no need to kill the dog. That was another stupid abuse of power.Laihendi

The issue of filming arrests, whether of the ultimately innocent or guilty, is not the motivator for the various laws that are in progress of being enacted to make filming police activities illegal in their respective municipalities. There is no "victims of false arrest" union out there lobbying for this. The primary actors are police unions and Government agencies, many of which have been the target of lawsuits for abuse.
