Then why doesn't the state just create religious marriage, and civil marriage? The former being a spiritual bonding for religious people, and the latter being a legal bonding for athiests or those with religion but choose not to undergo the sacrament of marriage.

Yes I would, because at the very least, that would be a deterrent to sin.

My parents did that, and they've been married for 25 years. :|
In fact, the majority of my family had arranged marriages, and none of them have ever divorced. Funnily enough, the one couple that did have a divorce were not arranged, and went through the type of relationship you think has better end results.
Pleased that it worked for them. Maybe i should say if nether person has strong religious views then it's more like the way i said but opposite if they do.
