This program is for national security and policing internet threats, not to go after the average joe to find out if hes downloading illegal games off P2P. If you didnt realize, the government and companies who have copyrights have already been doing this for decades, going after people involved in large scale p2p. This is no different from being involved in a crime and having the police confiscate your computer and look through it which has been going on for a long time now and this way you get to investigate the persons before they commit any serious criminal or treason offenses.
