Not only does Sonic Youth kick ass, it takes names (while chewing bubble gum).
Neko Case is pretty good, her self-titled stuff is more alt country (very rockish, tho), but she is also in The New Pornographers (sort of indie pop-rock)
Rilo Kiley is also pretty good.
I also like Regina Spektor
Not all of the above is rock, but female singers in bands I like.

thats funnyedit just lisit to few songs well more like skipped though them and not feeling them at all
only if in English :( A lot of their songs are indeed in English (their debut song was entirely in English), but they still have that Japanglish accent here and there (but surprisingly minimal). - Diablo Swing Orchestra(it's not growls/screaming, but the female vocals are often in an operatic styIe)

... And not all metal has growls or screaming (assuming that's what you're refering to in the OP); power metal and thrash generally don't, as an example.

Yeah... there are a lot.... but I also say the band 'Garbage' because of the singer Shirley Manson. She's a good singer and gives off a really cool vibe.

Ash Like Snow is the only one I remember. Gundam 00 sucked as an anime, but it had some really great theme songs.
