But they list phelps because he is the greatest Olympian in history with the most medals and most gold medals not to mention multiple world/olympic records, making him arguably the greatest athlete of all time.  and they list Federer because he is considered by many to be the greatest tennis player of all time

Messi is the world's greatest player, but that's far different than being an athlete. Speaking in terms of base athletic talent, Lebron James is the world's greatest athlete.

Phelps and Federer come to mind, but they were in their prime a couple of years ago or more.

I'd say Bolt, though. The 100-m sprint is the trademark Olympic sport, which is in its turn the trademark event for athletes - and no one can deny he's the uncontested champion of it.
