And Usain bolt is just running, and I don't know too many running fans either.  And it seemed during the olympics when michael phelps was competing, everyone was a swimming fan

I don't know on what basis you make these claims.  Especially since phelps holds the record for most gold medals, he will probably be brought up like every olympics or during swimming in the olympics.  Heck usain bolt only comes up during the olympics, unless he sets another record or says something asinine.  

Not to mention the popularity of a sport does not determine how great an athlete is.

Considering the simple fact that Phelps is the most decorated individual in the history of the Olympics, I doubt that people are going to forget him before Bolt.

By most decorated I mean most gold medals, if that wasn't clear enough

And for winning a shit load of gold medals at the Olympics.  I guess the only other runner that I would think some people would know is Steve Prefontaine, and that wasn't so much for his athleticism but more for his attitude as an athlete

Marketability. It's way easier for sponsors to promote Bolt than it is someone like Phelps.

Also there's the fact that Bolt does an insane amount of charity work.
