I think ill wait until the New Year and then ill buy new PSU and GTX 460 1GB because they are gonna be cheaper.
Just to mention my 9500GT can run GTA4 and BC2 ona high settings 1280x1024 because it has 1gb DDR3 and 128bus.

Only a few games are incredibly cpu intensive. (I'm looking at you, Shattered Horizons.)
For your budget the best bet would be to definitely get a stronger power supply. (I ALWAYS opt for a 80+ efficiency. But I never buy budget.. :>)
And definitely a high-mid gpu. I'd probably say any 2--GTX or Radeon 4980/5750+

Nvidia is slightly cheaper but it has slower shader clock then my curent GPU (Nvidia 9500 GT ).
PS:Can anybody explain to me the importance of:
Core Clock
Memory Clock
and
Shader Clock

the 6870 is faster then the 460gtx. but don't know if it's a big price difrense in your currency.
the 6870 is between the 5850 and the 5870 in some benches it comes real close to a 470gtx.
so if it's in budget get that one ( I also just got one this week and love it :).
but for the low res you play the 460 will be good to

but for ress I can max about evry thing I play at 1920x1280 anno 1404, just cause 2 ,assasins creed, black ops, mafia 2 but without the extreme physics, metro runs also pretty damn good
at your resolution nothing would be a prob but the 460 can also handle that easy..
out of those 2 the 6870 is the better one but if you don't plan upgrading monitor soon both will be overkill for a long time

The i3 2100's gaming performance suggests that any pricier CPU is overkill. Seriously, a good CPU is affordable nowadays. I would rather purchase a premium GPU to pair it with the 2100.

Hmmmmm usually I like to say to myself, a balanced system is a healthy system, a core 2 quad and something cheaper than the GTX 480 (bit overkill for 1280x1024) will be a great step forward.
Buttt on the otherhand you could stick with the core 2 duounless your looking to play more of those CPU intensive such as GTA4, Total War series etc. Although I do have a good buddy of mine who was having quite a difficult time trying to run Black Ops on a core 2 duo, simple step up to an P55 based i7 and the performance increased dramatically, for arguments sake he was using a 9800gt and a Core 2 duo, not sure what model specifically.

Given the current market conditions, that actually seems a wise option. GTX 560 seems the best balance between price and power but I might just go for a $200 CPU if you know what I mean.:Pbetter ask what games I don't play lol

I will get whoever gives me the best deal. I don't like the way intel does business with sandy bridge, and if it turns out that AMD also does the same thing then I will just pick and choose which ever gives me the best performance for the $$

This is true as well, though seeing how hyped Bulldozer is I'm expecting it to be better than Sandy Bridge.For gaming, you want a good GPU. Processors carry so little load nowadays, you can still get by more than well enough on a Core 2 dup. Unless you plan on doing an architectural jump(from 32 to 64-bit), I would focus on getting a good video card.

As for selling 6870, how much can you sell it for?
If you have to pay anymore then 50$ for the 560 Ti after you sell your 6870 I wouldn't even bother, its only 15-20% better depending on the resolution. Hell the 560 Ti at 1680 x 1050 is actually better then a 6950 2gb in most cases. (until you go higher resolutions)
