This makes no sense. The reason MS isn't pursuing PC gaming, is because they make very little compared to 360. They only make money on games they publish, and earn no royalties on 3rd party PC games.
The fact remains that they would still make some money on the PC, but they want all the exclusives they can get in the ever so great Console Wars. Also, the game will not be what it was promised to be, a true sandbox survival-horror, and instead will have to become far more linear in comparison in order to take advantage of the 360 hardware due to its lack of RAM.
They would only potentially see a slight bump in OS sales, which are so staggeringly high, it's doubtful it would even be considered a bump. They don't directly make money from PC, but they make a small fortune from the 360 with royalty fees, Live fees etc.
Console doesn't necessarily mean linear, just look to games like Fallout 3 and Oblivion, which use wide-open spaces for large parts of the game. The area is simply loaded in sections, small enough to fit into the limited RAM.
