Yes, they are, depending on the Developer.
HOWEVER, you are assuming the Triggers are Bad, when they clearly aren't.They are just different.
And you assumed that the D-pad was pad, which is opinion.Ah, but I didn't.
It actually was noted as poor by KONAMI, CAPCOM, and SEGA, not to mention the fact that it's actually dropped scores in REVIEWS like.
It actually is a poor dpad.
M$ already admitted it's poor and ACTUALLY REDESIGNED the Dpad, releasing a BRAND NEW 360 controller in Europe for Soccer.
Look at just this ONE EXAMPLE :

BIONIC COMMANDO REARMED 360 (Bad Dpad, lower score.)
I have both machines (Actually I have TWO 360's and TWO PS3's.)
If you paid attention to all the consoles and HAVE all the consoles, you could have found this out sooner.
By either
1.) Playing a Dpad extensive Game on both Systems
2.) Reading the Numerous reviews at numerous sites talking about the Dpad
3.) Reading about the New 360 Controllers, with new improved DPAD, that was actually made to please the fans.
