From what I hear I'd say thats a good comparison, but I can't for it since I never played Bioshock 2 and I've barely played the original Bioshock. But yeah, Arkham City? Arkham Asylum was a great setting but dwelling on it, or rather moving it is just going to remind everyone how awesome they got it the first time. regular Gotham City would have been just as good and would have helped make the new game standout from it's predecessor. And Joker as the villain again? He's a great villain, sure, but giving someone else the spotlight for once wouldn't have hurt. If you create a city, the variables increase infinitely, especially when you're dealing with metroidvanian styled level design like the first. Don't all sequels ride on the success of the original title of a series? They are after all fixed to a setting and theme that is the identity of the series as a whole, rather than just of one game. That's what makes Halo, Halo, and Metal Gear, Metal Gear. Any new entry in a series works on the themes by which all games can be easily identified as part of that series. Of course its expected new entries also add to the formula and build upon what the original game set as a foundation, but those new features are still working within the overriding themes that makes the games what they are.
