They are smart and their high damage threshold comes from their shields. If you run to cover after your shields have gotten decimated, often the Elite who did so will follow you to finish the job. They do a good job of maintaining distance when you're strong and closing in when your weak. The elite AI in Halo is very good, though the other enemies not so much. Grunts are pratically brain dead, as are hunters for the most part. Drones are sporadic and hard to predict, but not particurarly challenging. Elites though, they duck, dodge, jump and use armor abilities to get the job done.
Shame they still fall prety to the noob combo. They also pause once their shields are down... but if you want to really see stupid strong Elites, throw on Mythic and Thunderstorm. Energy sheilds are near impossible to destroy, and I've seen a mid level brute take a rocket to the face and keep coming.
Anyway, I'm going to agree with FEAR. Such impressive AI - I remember I was fighting one group. Two were keeping me busy while another snuck around through some corridors, had to went at least 20% backwards in the level to get the drop on me. Very impressive.
Killzone 2 & 3, Resistance 1 & 2, and F.E.A.R. come to mind.

Resistance 2 actually has one of the WORST AI of all FPS. Its almost as bad as CoD.

Not from my most recent playthrough, not even by a long shot. Very good A.I.
I found AI to be the biggest issue in Resistance 2. Enemies chasing you and ignoring all AI soldiers (to an extreme degree), noone ever uses cover or tries to flank you, etc etc. Imho its really miles behind Killzone 2 and FEAR.

It's likely Path of Go could well come close to being an a.i. king.

The A.I. in 3 seemed at least as good as 2 to me, but it was more game design that allowed it to be easier. The last levels in KZ2 are brutal and absoultely painful to try to complete on Elite, but that's more to do with the amount of enemies, as well as the weaponry they have, rather than how smart they are.

When I think of Uncharted, I don't really think of it as an AI king. The only props I have for it is that the enemies aren't all knowing like most games. If your hiding behind cover and move spots, they will still go after you in the spot they last saw you, provided you moved without being seen. If you hide long enough, they will realize you are not there, and you can start stealth killing them. Other than that, the AI does have some problems, and doesn't do much beyond other games. Let alone Killzone or Resistance (mainly R1 though).

the enemies in 2 were more tactical and took cover better then friendly A.I. in 3 they are more laid back but traveled more on the battlefield

I'm going to say CSS: The bots are so smart they usually run around the corners spraying headshots. It's almost like they are using aimbots and wallhacks but since they are bots, you know that they are just that good :P
Na but seriously, I agree with you about FEAR. Even today the AI is still awesome compared to most games. I thought Crysis had some decent AI at some points.

I fail to see how much damage an enemy can withstand has any saying on how good the A.I. is. Competent A.I. is implementation of tactics, not the length of the lifebar or how much armor there is. From what I saw in the video it took cover, used grenades, and was quite aggressive. His health doesn't change that.

I would agree, save there is nothing in that video that shows it to be a particularly good AI. It is decent, but most the reason the battle was tough because it could soak a large amount of damage. I think the point is: tough enemy != good ai. Good AI is most noticeable on the most fragile enemies as they have the least artificial padding to make them tough. As good ai does not equate tough enemy either. Good AI in many situations is nothing to do with being tough, but rather responding appropriately. A lot of games have stealth elements for instance that have to be factored in at varying complexity which adds to the AI's superiority, even if it may actually make said AI easier to defeat.
stalker has some of the worst ai i've ever seen, i remember watching two ai guys shoot at each other for over an our while i went around and did my business, i got some militia or something ot chase me to the starting town, and watched the town fight with the militia, but it was generally some of the dumbest moments in games I've ever seen, and this was rivaling me and my friends doing stupid things to the ai back in golden eye.

Really though, I'd say Halo and Killzone out of all the games I've played and remembered. I don't think I've come across any AI that has wowed me though.
Black Ops Campaign on the DS has some of the best AI I've seen yet. You can wait for your two squad mates to do most of the work, and they'll save a guy or two for you, but they're perfectly capable of taking the brunt of the battle. The enmy too, will dive in and out of cover, and will have you dead in twosecondsif you aren't a good fast shot.
