For me it's Assassin's Creed 2 with inFAMOUS coming in a close second.

How can you not have Oblivion or Fallout 3???

That's an open world RPG. Although I like both those games better than every sandbox game combined, they do not count.
GTA IV>>>All.
Everyone else just Copy+paste from the franchise...plus the reviews support my arguement
Hmm...this is kinda a noob question, but what would a sandbox game be then? I've always thought of it as being another way of saying open world games where you're free to do anything.
I enjoyed inFAMOUS the most by far. I'm not a big sandbox fan really, but I always thought a sandbox with a comic book superhero feel to it would be very fun. And fun it is, very polished and fun action, and exploration is a blast.
AC and GTA are both fun games, great sandboxes (at least AC 2 is, 1 is very meh), but I somehow enjoyed Prototype more than them (shoot me), mainly because like I said I've always wanted a sandbox game where you have superpowers.
Oh yes of course! inFAMOUS is a direct copy of GTA isn't it.... oh wait, no it isn't, the only thing they have in common at all is being a sandbox game .GTA IV>>>All.

"Everyone else just copy+paste from the franchise" If you copy and paste something, aren't you taking the exact same ideas? Yes you are, no other way to spin it. And yes when you say "EVERYONE" that means EVERYONE, not some. By saying everyone copy+pastes from GTA, you're saying inFAMOUS directly copies it. Even if you aren't saying it completely copies it, you're wrong.I loved AC2, but its sandbox elements arent as strong as GTA 4's. So i guess its a question between "What do you think the best game on that poll is" and "what game does sandbox best". AC2's world was just so detailed and stunning, the gameplay was superb, the story was strong, it improved the solid first in every concievable way.
tThough admittedly, GTA4 should win, out of principle. AC2, Infamous, etc all took so much from GTA. It really pioneered sandbox, the sandboxx elements of other games are mostly imitations of GTA,.

Actually playing the game supports my argument, InFamous.
Out of those easily inFamous had the most inspiring and most entertaining world. It was done very well and its fun to go around and explore. Though my favorite open world is fallout 3 i guess that wouldnt count
Crackdown, man.
Great core mechanics, killer world design, addictive skill boosting, flexible story progression (freedom, yay), big asplosions, sweet guns and badass rides, what's not to like?
GTA4 bored the hell out of me with its weak, pretentious story, lame missions, and an idiotic obsession with realism, which didn't produce anything realistic, just a bunch of dull garbage content (see also, Far Cry 2). Crackdown, on the other hand, was all about the good times.
Good sandbox games allow you to do things out side the story not just choose the missions you want to do whenever you want (or can). And GTA IV has the most stuff to do outside the story. So it wins.
Infamous is the one open world game this gen that had me hooked from start to finish, it was a hell of a ride. Even doing the mudane stuff like collecting blast shards was a blast just because of how tight and fluid the controls were. Such a great game.
I was going to say assassians creed 2 because it had me hooked for most of the game, but there were some parts that bored me a little, not alot, but a little.
Red Faction Guerrilla... basically only the game w/ mostly sandbox missions. Too often GTA has these stupid missions that you have to do in a certain way for them to count. It's like I have to blow up this car, but I can only do it from a helicopter. I get out the helicopter, and the freaking game goes "oh noes you needs to get to the chopppa!". Or I have to rescue somebody but there's only 1 path to them. Why don't I just climb up the fire escape? No that's your escape route!
Red Faction Guerrilla it's like hey blow up this car... how? We don't **** care just blow it up. Rescue somebody. Hell just smash the wall in the room they're in.
